BoxingScene.com has confirmed through sources that according to the Mississippi legal code, Jon Lewis’ hands may be tied when it comes to fining Joan Guzman. Guzman failed to make weight and ultimately pulled out completely from his title fight with champion Nate Campbell last Saturday.

The main event at the Beau Rivage Resort and Casino in Biloxi failed to take place after Joan Guzman came in 3 ½ pounds above the contracted limit and refused to fight Campbell at an increased weight.

Guzman claimed de-hydration and the boxing community is awaiting just what the fine and suspension will be.

According to Jon Lewis, the Mississippi Commissioner his hands may be tied because the regulations in Mississippi have not been updated in years.

The maximum fine he may be able to levee is $500.00.

Mississippi rules do not make any provisions for the fining of managers and Floyd Mayweather Sr. did not even apply for a trainer's license in the state on the night of the weigh-in, making the likelihood of any fines or suspensions being dished out to them is minimal.

Furthermore Lewis admits that the type of suspension (administrative) does not even have to be recognized by other states or countries.

If Mississippi’s hands are tied one wonders if the toothless ABC can step to the plate and impose sanctions, fines, or suspensions.
