Freddie Roach, trainer for eight division champion Manny Pacquiao, is still hoping that his boxer is able to secure a rematch with WBO welterweight champion Jeff Horn (17-0-1, 11 KOs).

Horn shocked the boxing world when he clinched a twelve round unanimous decision over Pacquiao back in July to capture the WBO title before 51,000 fans in Brisbane, Australia.

A rematch clause is in Pacquiao's contract, and the second fight was being lined up for November. But Pacquiao, who is a senator back home in the Philippines, withdrew after citing a conflict with his political schedule.

With Pacquiao rapidly approaching the age of 40 and showing clear signs of decline, Roach admits the end if almost here.

He would like the boxer to have one final fight, against Horn, and then retire from the sport.

"I do want him to take the rematch with Jeff Horn," Roach told Sky Sports. "That would be, I think, the best fight for him at this point and it looks like that might happen next year, early next year. We've got other offers to fight Crawford and some other guys. He's close to the end yes, but he's not finished yet though.

"He is still very dedicated, he works really hard and he puts 100 percent into training every day when we're getting ready for a fight. I would like to see him retire after [a Horn rematch] because being a senator and a professional boxer is way too much. It's two jobs that are very, very demanding. I would like to see Manny concentrate on being a great senator and then maybe a great president someday."

The big issue is making the rematch is the location.

Top Rank's CEO Bob Arum revealed to BoxingScene.com that Pacquiao has absolutely refused to face Horn in Australia. He wants the rematch to take place in the Philippines.

But pursuant to their first fight contract, Brisbane has the right to match any fight offers. And the Philippine government has already told Arum that there is no money available to put up for the rights to host the fight.

Pacquiao is so firm in his position to fight Horn in the Philippines, that Arum revealed to BoxingScene that he's already laying down the groundwork for a potential 2018 collision between Horn and Terence Crawford, who is moving up from 140-pounds.

Horn is scheduled to make a voluntary defense in Australia in November.
