Two things will have to happen if Hector Luis Garcia is to secure the 130-pound title unification fight he wants in 2024.

The Dominican southpaw must first defeat Lamont Roach, the mandatory challenger for his WBA super featherweight title, on November 25 in Las Vegas. If the favored Garcia gets past Roach, Al Haymon’s Premier Boxing Champions, which works with Garcia, will have to collaborate with Bob Arum’s Top Rank Inc. to grant Garcia the bout that tops his wish list.

In addition to Garcia, boxing’s recognized 130-pound champions are Wales’ Joe Cordina (IBF), Houston’s O’Shaquie Foster (WBC) and Mexico’s Emanuel Navarrete (WBO). A showdown with Navarrete (38-1, 31 KOs), who is promoted by Top Rank, intrigues Garcia more than facing Cordina (17-0, 9 KOs) or Foster (21-2, 12 KOs), who might fight each other next.

“The titles are divided with different promotions, so that’s tough to do sometimes,” Garcia told BoxingScene.com through a translator. “But if you gave me the choice, I want to face Navarrete because he’s just wow! That’s the opponent I would like to have in 2024.”

Navarrete’s next title defense is scheduled for nine days before the Garcia-Roach bout.

The former WBO junior featherweight and WBO featherweight champion will make an optional defense of his WBO junior lightweight title against Brazil’s Robson Conceicao (17-2, 8 KOs, 1 NC) on Thursday night at T-Mobile Arena in Las Vegas. ESPN will televise Navarrete-Conceicao as its co-feature before Shakur Stevenson (20-0, 10 KOs) and Edwin De Los Santos (16-1, 14 KOs) fight for the vacant WBC lightweight title in its 12-round main event.

“I don’t think Navarrete will have any trouble beating Conceicao,” Garcia said, “because with his style of fighting he can beat absolutely anybody. I don’t think Conceicao has a chance to beat him.”

FanDuel sportsbook lists Navarrete as a 12-1 favorite over Conceicao. Garcia is a 6-1 favorite to beat Roach, according to FanDuel.

Garcia (16-1, 10 KOs, 1 NC) and Roach (23-1-1, 9 KOs), of Upper Marlboro, Maryland, will square off on the David Benavidez-Demetrius Andrade undercard November 25. Garcia-Roach will open Showtime Pay-Per-View’s four-fight telecast from Mandalay Bay Resort and Casino’s Michelob ULTRA Arena (8 p.m. EDT; 5 p.m. PDT; $74.99).

The 32-year-old Garcia will fight for the first time against Roach since Gervonta Davis (29-0, 27 KOs) stopped him early in the ninth round of their 12-round WBA world lightweight title fight January 7 at Capital One Arena in Washington, D.C.
