They receive a phone call just before the test. They answer it and tell the collector where they currently are. If they do not answer the phone and do not answer their door, well that is a skipped test. Both brothers apparently did not have their phones on that day.

I'm not gonna lie-I found it very suspicious that he tested positive after Charlo missed his test. Just too convenient for me.
