roach doesnt pick the fighters...his managers do that based on how much revenue the fight could earn and how much they have to give away to the opponent.
witter is cheap!! well known enough to get some interest but we all know that witter is past his best and recently came out saying that he wanted to campaign at 147 because he found it too tough to hit 140.
so bonus for shah and vali...they get an old, drained fighter for peanuts!!
