Except his promoter actually did try and make the fight, winning the purse bids & therefore did want to pay Andrade? Not just pay him, either, pay him more than $1m to make the fight the first time? Not his fault Andrade pulled out (twice).

Him and the heavier Charlo are absolutely ridiculous in that respect, I'm surprised American boxing fans don't demand better from them.
