        How can he be mandatory without fighting an eliminator? IBF sent out all those letters for the Hrgovic fight but this guy just gets to be mandatory from fighting 8-10 rounders.

          Number 3 in the IBF is mandatory ex Tevin Farmer vs Jono Carroll.
