Nobody remembers Joe Fraiser. I remember HBO had a documentary on his side of the Ali trilogy and in the interview Joe lamented the fact that people love Ali but have no clue who Joe is.

This misrepresents the situation.

The existence of a statue of Rocky indicates nothing about how the people of Philly value Rocky over Smokin' Joe. It indicates that there was a plot point in Rocky III involving a statue of Rocky. Sylvester Stallone paid for the statue. It was installed at the top of the steps at the Philadelphie Museum of Art for the movie and Stallone gave it to the city. They didn't particularly want it, with city officials arguing it was a prop and didn't deserve to be outside the art museum. And the officials got their way. The statue was shifted to stand outside the Spectrum (a sports arena). Stallone moved it again when he made Rocky V, and installed it former location at the top of the steps. The city duly shifted it back to the Spectrum once filming was completed. Eventually they agreed that it wasn't so awful to have it near the art musuem and it moved one final time to a location near the 'Rocky Steps' in 2006 where it remains to this day.

The Spectrum was knocked down in 2009.

The statue of Joe got made when a variety of people donated enough money to get it made. And it stands outside the Xfinity Live! complex (a bunch of bars and resturants) that sits on the former location of the Spectrum.

Neither statue was paid for by the city. They were just down to the deep pockets and whims of a few private individuals.
