Bro, GGG literally made a career out of fighting bums. If the other guys are booked with fights, I'm okay with him taking a tuneup at a new weight class.

Lets also not forget, he agreed to fight GGG on short notice but the commission didn't approve the fight. Munguia always wanted that fight.

Munguia doesn't want to fight andrade because he knows that he is too green to handle andrade, and he would get outclassed and be made to look like a complete idiot. Golden boy knows this as well. They will continue to duck andrade and try to build munguia with no-name bums.
